In accordance with the Resolution of the Government of the Republic of Kazakhstan No. 672 “On approval of the list of guaranteed volume of free medical care and invalidation of certain decisions of the Government of the Republic of Kazakhstan” dated October 16, 2020, every citizen of the Republic of Kazakhstan can receive the free medical care.
List of guaranteed volume of free medical care
The guaranteed amount of free medical care includes:
- Emergency medical care in accordance with the procedure determined by the authorized body.
2. Emergency medical care with the involvement of medical aviation, provided by:
1) if it is impossible to provide medical care due to the lack of medical devices and (or) specialists of appropriate qualifications in a medical organization at the patient’s location;
2) if it is necessary to deliver specialists of second and third levels of medical care to the destination;
3) to transport the patient to medical organizations of second and third levels of medical care if it is impossible and ineffective to provide medical care at the patient's location;
4) for the transportation of organs (parts of organs) and (or) tissues (parts of tissue) for subsequent transplantation to the appropriate medical organization.
3. Primary health care (hereinafter referred to as PHC), including:
1) diagnosis, treatment and management of the most common diseases;
2) preventive examinations of key population (children, adults);
3) early detection and monitoring of behavioural risk factors of diseases and training in skills to reduce identified risk factors;
4) immunization;
5) formation and promotion of a healthy lifestyle;
6) measures to protect reproductive health;
7) monitoring of pregnant women and monitoring of maternity hospitals in the postpartum period;
8) sanitary and anti-epidemic and sanitary-preventive measures in the focus area of infectious diseases.
4. Specialized medical care in non-hospital settings in accordance with the procedure determined by the authorized body:
1) prevention and diagnosis of HIV infection and tuberculosis;
2) services for injuries, poisoning or other urgent conditions, including mobile medical crew for diseases causing deterioration of the epidemiological situation in the country and in cases of suspicion of them for persons who are not consumers of services in the system of compulsory social health insurance (hereinafter – CSHI);
3) diagnosis and treatment of socially significant diseases according to the list determined by the authorized body;
4) diagnosis and treatment of chronic diseases subject to dynamic monitoring, according to the list and in the manner determined by the authorized body.
5. Specialized medical care in hospital-replacing conditions in accordance with the procedure determined by the authorized body:
1) treatment for socially significant diseases according to the list determined by the authorized body;
2) hospital services at home for diseases that cause deterioration of the epidemiological situation in the country and in cases of suspicion of them for persons who are not consumers of services in the system of compulsory social health insurance;
3) treatment for chronic diseases subject to dynamic monitoring, according to the list and in the manner determined by the authorized body.
6. Specialized inpatient medical care provided by:
1) when isolating persons who have been in contact with a patient with an infectious or parasitic disease that poses a danger to others, as well as bacterial carriers, virus carriers and persons with suspected infectious or parasitic disease that poses a danger to others, according to the list determined by the authorized body;
2) in the treatment of infectious, parasitic diseases and diseases that danger to others, according to the list determined by the authorized body;
3) in an emergency form for persons who are not consumers of services in the compulsory social health insurance system, including carrying out medical and diagnostic measures in the reception department of a round-the-clock hospital, according to the list determined by the authorized body;
4) in a planned form according to the list of diseases approved by the authorized body.
7. Medical rehabilitation:
1) in the treatment of the main disease;
2) patients with tuberculosis.
8. Palliative medical care as per the list of diseases determined by the authorized body.
9. Provision of blood preparations and its components in the presence of medical indications when providing specialized medical care in inpatient and inpatient conditions in accordance with the nomenclature of blood, its components and blood preparations determined by the authorized body.
10. Anatomic-pathological diagnostics in the provision of specialized medical care in outpatient and inpatient conditions.
11. Preparation of a posthumous donor for the removal of organs (parts of organs) and (or) tissues (parts of tissue), removal, conservation, harvesting, storage, transportation of organs (parts of organs) and (or) tissues (parts of tissue).
12. Referral of citizens of the Republic of Kazakhstan for treatment abroad and (or) involvement of foreign specialists for treatment in domestic medical organizations as per the list of diseases determined by the authorized body.
13. Provision of medicines, medical products, specialized medical products, immunobiological medicines upon:
1) ambulance, as well as specialized care, including high-tech medical services, under the inpatient and inpatient-replacing conditions in accordance with the medical formularies of healthcare organizations;
2) Primary health care in accordance with the list of diseases against which preventive vaccinations are carried out;
3) Primary health care and specialized medical care in outpatient settings in accordance with the list of medicines and medical devices approved by the authorized body for free and (or) preferential provision of certain categories of citizens of the Republic of Kazakhstan with certain diseases (conditions).
